Mangonels are not allowed to assault stone walls but are allowed to assault wooden walls.

According to the rules I would say no.
Forts have wooden walls so mangonels can take out forts.
Its unclear so we should clarify right now, HS is early enough. Makes sense that forts be more easily taken out then cities and castles. You can make them every turn.

I've only seen stone forts in Stainless steel, correct me if I'm mistaken, but as they have stone walls they may not be assaulted by mangonels.

I believe all forts are wooden xD. I mean even from a historical perspective a moving army would not build a stone fort and then dismantle it each time they moved no?
Turn almost done, just to clarify this rule:
Siege reinforcement bug: when the army is adjacent to a fort or a settlements that has been put under siege it cannot reinforce armies adjacent to him which he should have been able to reinforce on normal occasions. Attacking an army which the siege reinforcements bug applies to is not allowed
Am I right in thinking if you leave an army in a fort and an army adjacent to the fort, the fort cannot be besieged simply to deny the army inside reinforcing?
I suppose this rule is more applciable to my question, but still any guidance would be helpful before I finsih the turn:
Besieging a fort or a settlement with a force far superior in it, in order to either prevent that army from reinforcing or in order to cut down a settlements income is not allowed.

The first one is meant to disallow a bug, where a stack doesn't reinforce other stack/city/fort in rare cases, when it must have reinforced.
However, the second is true too.
