After much debate with his council on who they should ally with, King Sigurd will not make allies to any other except on 2 conditions, they must not be of 2 opposing sides, and they must be allied to His Holiness the Pope! Once the debate was over, King Sigurd was looking through the recent documents of alliances and saw that the Kingdom of Scotland and the Novgorod Republic are still at war, since they were on opposing sides; he can't ally with either one until it is ramified.
