No, it's Republic of Novgorod as it's supposed to be. Russia was formed from Kievan Rus and Muscovy to put it simple. Novgorod is a republic that opposed a couple russian Duchies and Lithuania in 13-14th centuries and later was accumulated by Grand Duchy of Moscow. So saying Novgorod is Russia is like saying to a Scott he is a Brit, or calling every Romanian a gypsy
