I don't know if this is a known bug or not, as I couldn't find it neither on the manual or during a quick search here at the forum.
Right after I got the whole pontic reform event, I decided to build a Basilike Patris, the highest form of government, on my capital. Being the slowpoke that I am, I accidentally ordered it to be built in the wrong city, so I immediately had to cancel it.
However, after I canceled it, I wasn't able to build the Basilike Patris anywhere anymore. Even after I've built a Satrapeia in the province, the BP was unavailable. So, I loaded another save from a couple of turns before and tried to repeat it (build the BP and canceling it) to see if it was a regular bug.
Turns out it is. If you start building a Basilike Patris and cancels the building, you can't build another. So, be careful. And I don't know if this only happens with Pontus or not.
Furthermore, I couldn't find any province that allows me to build the "Hypobasileia" type of administration. In the manual it says it needs to be on a Royal City, but I don't know what that means.
And last but not least, if you build a "Strategos ton Philon" administration before the reform, you can't build a Satrapeia in the same province after it. I think this is intentional, but it's always good to let you know anyways.
