Pahlava Reform Problem

I play as Pahlava and fulfill the reform requirements. (Own Astauene, Parthyaia and both Mediae + build lvl 4 farms) But there is still no reform. Can it be that there is a problem because in Astauene there is this sedentary agriculture and not "normal" agriculture. I look at the script but i have no clue if that is the problem. Thank you for help.

There's an error in the building-check part of the script for Assak. It was changed to a pastoral settlement shortly before release and I forgot to update the script. You'll have to wait for the automatic trigger on turn 241.
