    Default stasis and eleutheria kai autonomia

    description says stasis gives penalty unless there is allied government. But i thought that the government "eleutheria kai autonomia" (freedom and autonomy) is supposed to represent how makedonians dealt with greeks. Seems to me that it should offset the stasis penalty too. otherwise what would be the point of this government, when would you want to use it? and what does it try to represent, historically?

    Nope, that's an accommodation, not true autonomy. The presence of an FM as effective satrap or tyrant, rather than one of their own, shows it isn't real freedom.

    The point of the government is that it is factional and gives better infrastructure than an Allied Government would. It represents a gesture towards freedom, without giving the real thing. Which is why it gives better public order bonuses than the Supervised Hellenic Admin (where all vestiges of autonomy are abandoned and the place is colonised).

    So no it shouldn't offset either penalty, since you're giving the native Greeks an external focal point for their dissent, rather than scheming against each other. From a gameplay perspective, the whole point of the system is to stop a conquest of Greek regions being ridiculously easy for a Hellenistic faction given the commonality of culture. It wasn't that simple in reality.

    Does the situation improve in time? Can you change the government after some time? 50-100 years maybe?
    Or will the buildings always be there and you are forced to keep an allied gov until the end of the game?

    It's permanent. If you are a Hellenistic faction, you will always have the penalties of Autonomia and Stasis in those selected settlements, unless you have an Allied Government in place. Given most of them have 90-100% Hellenistic Polities, it just means you don't automatically have 150%+ public order, but instead it can actually go lower than green.

    You're not forced to do anything, the more developed the settlement is with order-granting infrastructure, the less it will matter. You have a choice: which matters more order or a factional government.

    We've opened up the infrastructure choices in Allied Governments (even as we've closed down the recruitment of Greek units for Hellenistic factions from them), so they're no longer a step down in terms of construction. What you may find is that the lifespan of a Client Ruler is long enough to build things up such that the penalties no longer matter.
