Henry of Lancaster suffered in the heat within the council chambers in a poor state , against the many arguments that were happening with the various problems facing the northern shires and struggled to keep the northern shires together as each noble had differing ideas and objectives there were aiming for. Carlisle and Newcastle wanted protection against Scottish aggression , and some even in Newcastle prefered a offensive strategy against the rising power of Scotland. The people within Lancaster worried about the power of the Irish with their closeness to the Irish Sea , and the people of York were more worried about trade, and all these division seemed to come out in the discussions fractioning the unity of the northern shire landowners. The experimentation of the first parliament , and the resulting power changes bought around by Simon had helped the barons , get reasonable legal rights to the landowners from the king , but equally once this had been won , the various landowners went on their own way , exploiting the very people under their charge and without a centralising figure head of the king , most grabbed what power they could get away with for themselfs.
It was in this environment that Henry swam , and the other powers within the Northern Shires looked down on his stewardship , as being rather weak , and more landowners looked again back to the English throne , as at least the Devil they knew , rather than face subjugation from the scottish . But Henry had sensed the mood about his governance had changed, and discussions stopped when he entered rooms , and people grouped in the passageways of power looked up at his approach as old allies and neighbours , walked past him with heads held low, avoiding his glaze, and henry sensed he was losing grip on the powerbase he had created .
One diplomat had been murdered by scottish assassin but the other had made it though and lands had been returned to the english crown in lue of protections from the scottish, but it seemed to Herny that those of these estates had ceased to talk with the administration of the northern shires , looking now to the crown for help and security.

More and more people [from the rumours] looked to the English throne , for all their problems much to Henry's annoyance , for had'nt they rebelled from the king , to give themselfs more freedoms , and it seemed in this moment of crisis that most people , rejected doing anything about the issues , ever looking for a major personality to solve their own messes or to look to them , for salvation rather than doing anything about it themselfs.
By the end of the week , most of the council meeting had finished , and all the major landholders had withdrawn back to their own provinces, most of them with the disgust that nothing had been achieved. Henry's spies indeed told him , that many of the major landowners were making their own policies to protect themselfs , and he had no doubt , that there was agreements happening behind his back , as the fracture widened with the unity of the northern shires in this time of weakness...
