    Default Population surplus to build a new district.

    Hello,
    I currently need a population surplus of 4 to build a new district in Roma.
    Problem is I don't know where to see the population surplus that matches that value.
    I can see the population size of my various classes of citizens, but it's in thousands of people, not single digit numbers.
