Ramble, I believe you made a mistake and forgot to account for the spie on Annios. That may prevent your spies from opening the gates.

Also, how did that general end up in a fort last turn without the 4 unit minimum? I did not defeat him the turn before.

I think I defeated something and it was his last movement point, so I couldn't move out. It was long ago though, can't really remember

The general was moved there your last turn and you did not post pics of any battles. The general never should have been there safe in a fort within range of my units.

You have to move your spies in just before the battle to take the City, not before you do any battles. So when you attacked Nicea, your spies did not have a sufficient % chance to infiltrate, so you cannot take the City with spies. So either you take the City and then attack Annios, or you do not take the City. As Annios blocked your general's route to Nicea, that leaves you with only 1 option.

Rules don't say at what point in the turn I have to infiltrate, so I don't see what you are trying to claim?
