How to convert camps to town as romani?

You can't. Only a limited subset of factions can convert camps, the Romans are not one of them.

If you don't mind getting your hands a tad dirty, open the EDB (export describe building or some such) file in notepad++, find the convert entries near the bottom of the file, and add Rome to the list of factions which can convert camps. I do this for a number of factions, because even though it is not historically pure, not being able to fully realize the potential of a camp I've conquered kills me.
