Arevaci are hugely different from the way they were before, and have had a lot of work on their traits as well. As well as completely reworked governments, they now have a colonisation system too.
Ptolemaioi have had a lot added - not just finishing the Machimoi roster, but working missions and the whole business of the king being expected in Alexandreia, not to mention unrest.
Sab'yn now have a properly balanced roster, even if not complete, it now has the "meat" in the form of the tribal units which should form the mainstay of your armies. They also have interesting mechanics around the "alliances" of Rebels surrounding them and how some of the nearby tribes expect to be treated. They're no longer the faction you play to simply observe the rest of the map in isolation.
Makedonia no longer have a static start where you have all the time in the world to consolidate your position, then roll on Greece and re-take Alexander's empire. For a start you have to retake your capital, then deal with raiders and finally a pretender who comes to wrest the diadem from you.
Pahlava has: A voicemod, new portraits, a complete (and badly needed) grammar/typo edit of all building & unit text files (while retaining the quirky advisor commentary), new eastern ancillaries, and (probably) new units. Wayyyyy more immersive. Pontos and Hayasdan benefit from much of that, too, of course
Plus, any faction that can use the new Camels and African elephants is in for a visual (and auditory) treat. And to follow on with the Saba comment above, they also have new portraits for generals and diplomats
Edit: The Arevaci update includes new Wonders, the Q-Keltic voicemod, a bunch of new ancillaries, and a unique trait system. So they really are a completely new experience.

Not really; they have a scratch garrison in Pella which isn't adequate to hold it without reinforcement, and Antigonos one season's march away from it. Plus the Romans marching to take Taras off them right away, as well, and Pyrrhos all the way away in the Peloponnese. So they're pulled in three directions at once, and can't possibly hold everything.
Well that starting position for sure reflects the tendency of Pyrrhos of moving on to new exciting things instead of consolidating his gains. In a way it's a lot more representative to have a starting position like that, instead of making him start off in say 276BC with his full army on italy.
