It's, however, a bit strange that he gets -12 PO if his culture is at 100%. Are you sure, CEMN2017, that there is no other culture in that region?

values change depending on Diplomatic_relation_religion_tables.
so, yeah, they can be negative even if majority is 100%

@Jake Difficulty isn't relevant, the bug shouldn't be a thing unless the Scythians are meant to be a self-hating people.

@Seleukos, yes you can see the 100% Nomadic in my screenshot.

Anyways, I didn't even know there was a second thread. I'll try the newest version and see if the issue persists.

Similar issue, makedonia doesnt start with 100% hellenic, it has -7 cultural differences and im losing hellenic and daco thracian is on the rise even though ive conquered all of makedonia and built 3 damn temples XD is this a bug or mechanic from neighbouring illyria and thrake and their culture is somehow seeping through (if its intended its weird that its on the rise and beating out 3x temples plus barracks building)

Yea noticed the same, reported this on Steam last time i played, early 2019.
For me it was -15 with 100% own culture
