Default Requirements for Muncipia et Civitas Populi Romani

Are there hidden requirements for the Muncipia et Civitas Populi Romani government type?
I have 80% W. Mediterranean Polities in Arretium and Capua and Ius Latinorum in both cities, but i don't have the option to build Muncipia et Civitas Populi Romani.
Do I have to wait until a specific turn or something like that?

Not hidden; you can't build them outside of Roma until the Marian reform.

Thanks for the info. It is kinda hidden though, according to the Building-Browser the only Requirement is 75% W. Mediterranean Polities.

Limitations of the building browser unfortunately AFAIK.
I tend to edit my posts once or several times after writing and uploading them. Please keep this in mind when reading a recent post of mine. Also, should someone, for some unimaginable reason, wish to rep me, please add your username in the process, so I can at least know whom to be grateful towards.

    My thanks in advance.

Is it possible to build Roman colonies in Northern Italy during the Polybian period? I'm confused. I've maxed out all of my colonies rn and I'm not even close to the Marian reforms.

No, they can only be built in the starting territories plus the south.

The trade colony levels (Aedes Negotiarum / Societas / whatever that top one is) will help convert the culture at the expensive of a little happiness (but with more trade income). Military colonies are possible after Marian reforms and get you Cohors Reformata (possibly a placeholder IIRC for an auxiliary heavy legionary unit).

Those late colonies should give Evocata, not regular legionaries.

Oh, I'm talking about the ColonyPoints ones, colony_r1_precursor that give 0.06/2 Reformata, not the roads_garrison_four for every 5 disbanded Reformata units, which gives 2 Evocatae up front but then 100 turn replenish.

Ah, I'd forgotten I'd even added those. They're not a placeholder for a heavier unit, those are the units they grant. The only thing missing from it is the Cohors Tumultaria (the "levy legionary") in very large numbers.
