Every new unit that's been previewed on the feeds, plus all the new gameplay features tested in the 2.2x series. In addition, there's been some work on unique buildings, some text proofing, new ancillaries, and some audio updates.

One of the factions that will benefit the most in 2.3 is Areuakoi. They have 8 new governments, a new system of colonies formed by 7 buildings, also they have new ethnicities, new descriptions for their factional units and old ethnicities, numerous traits and ancillaries have been added in order to create a Celtiberian way to be educated through agonistic behaviours and now the have some new events in the form of revolts and mercenary activities. Finally, they have a reform that adds several advantages like a political system of magistrates.

There are a lot of features planned for Lusitanians (governments, colonies, new descriptions for buildings, traits, missions, ancillaries...) but they won't be available in 2.3
