Strong Men (Literal translation)
I made a screenshot error here, but these are supposed to be Green Standard Swordsmen. The Green Standard Army was made of ethnic Han Chinese and served alongside the Bannermen armies. They were essentially the police of the Qing Empire.
Edit:
Brave Spears
(The Braves are also known as the Brave Camp soldiers; due to the ineffectiveness of the Green Standard Army the Qing tried to raise new armies who were organized around civilian funding. The officers picked the men and stayed with the men, and it was expected that such resulting bonds would create a more cohesive fighting force)
(The banner says "Save the home, protect the country.")
