"take more than 2 settlements in Skyrim (retaking the same settlement counts)" does that apply for other things such as if the Pact takes Cheydinhall then you retake it and we take it again does that count as taking two settlements in Cyrodill from imperials??.

It doest count for admin's factions, not for alliance vs alliance (it doesnt count if you take the same settlement twice or more in 10 turns)

The Second Legion moved north/east and put the (khajiiti) great city of Arenthia under siege. Eyes of The Queen reports that Javad Tharn, son of Queen of Euraxia Tharn of Rimmen, has arrived to the scene, and is planning to start there some king of dark ritual....

Arenthia must be retaken in 3 turns (since its fall). Mane Akkhuz-ri must be present to the siege (he can be moved closer on next turn). If The Dominion accomplishes that, they shall receive a point.
