Anyway, to answer your question, yes that's pretty much what I said earlier. That for any general coming into the faction other than by ComesOfAge he'd have a % chance of already being educated. What that chance is is up to you. If you think it's 100% then fine.
Yeah, there are % in my schools ! Only the churches/temples have 100% for game balance reasons.
Other churches give building bonuses (like trade_income bonus or law_bonus), so if I wanted to be fair, the churches giving traits to generals had to be 100%
