Occupation Groups - How do they work?

I've been trying to get a new regional occupation mod that allows Norsca to capture Dwarf and Greenskin regions only and visa versa, keeping humans and vampires the same. I've been trying to do this by reverse engineering Dresden's Conquer Anywhere mod but I am still trying to figure out how all the different tables work together and what I need to do to change it so that I can get the results that I want. The mod is primarily to help with other mods that make the Norsca and Kraka Drak playable as it is particularly hard for Kraka Drak to expand at the beginning. However I still want to maintain the natural separation between human/vampire settlements and Dwarf/Greenskin/Norca settlements.

So far I've been able to eliminate all the building chains in human settlements for Dwarfs, Norsca, and Greenskins and have eliminated the Human and Vamp ability to take Dwarf/Greenskin settlements.

What I'm still stuck on is removing Dwarf/Greenskins ability to conquer human and vamp lands while still allowing them to take Norsca lands. In the Campaign Group Members table, when I delete the row that has wh_occupation_decision_dwarfs_and_greenskins_not_waaagh | wh_occupation_decision_dwarfs_and_greenskins_dwarfs_to_nor_norsca, it of course removes the ability to conquer norscan settlements as Dwarfs but also Kislev's settlements. Somehow it appears that non-norsca settlements are being counted as norsca settlements.

Another table, campaign_group_member_criteria_subcultures_table, seems to check to make sure the faction trying to occupy is actually part of the race it's suppose to be but not the culture of the target.
