Boii Confederation Locations: Bug or Intended?

Greetings all!

Just picked backed up with EBII recently, last patch I played was 2.2f i believe. Super excited to see all the new stuff. Great work to everyone involved, you guys have (and the EB 1 team) have taught me enormous amounts about history.

Been having a couple issues though. Latest has to do with the Boii.

Only just getting going here but I notice that I cannot build a Confederation government in Noreia (which is adjacent to the starting capital).

I could definetly do so in the last version because it is where I recruited a chariot right before reforms and made it a pesudo honor guard last time I played Boii

The strat advice on the building says minimum 75% western tribal states. Noreia has 84%.

Also, Gorissa cannot build a confederation either. It is 84% western tribal states as well.

Is this intended or a bug? If it's intended for a historical reason that is fine, just want to make sure before going forward.

Wow nevermind guys im a noob who didn't read the building browser properly :O.

Need a large town first :p.
