Mod not loading to mod manager, have I missed a step? (warhammer)

Hello all,

I have started my modding journey and wanted to begin with something simple, my mod would increase various stats on the savage orc unit. I have used PFM and have followed the following steps.

Created new mod
Inserted required tables land_units_stats_tables
Edited the values to what I would like them to be
Changed the names in postprocessing.
Saved the mod as a pack file
placed the mod into the data folder

My problem however is that the mod does not appear in the mod manager. I have watched all of the relevant/semi relevant videos on the topic but have found nothing to solve my issue.
I can only assume that I have missed a step but I cannot understand where that could be.

If anyone could lend me a hand with this I would appreciate it. I have some great ideas that I want to start to work on!
