DeI 1.2 not fully working
I have reinstalled Rome 2 and now DeI doesn't fully work. There are only cosmetic changes such as new unit cards and loading and main screens. The campaign factions and mechanics are the same as vanilla and when I checked custom battles the units aren't changed either. I've tried reinstalling the mod files and re-downloading several times from both links. I think it may have something to do with the fix I used to get the base game to run. I changed the main exe to run as administrator. Any help would be appreciated.

What fix are you using to run the game? Are you using a legit (aka, not pirated) copy? If you are using a pirated copy, that will not work nor will support be given.
Make sure you are using both PART 1 and PART 2 of the mod, and have them both enabled in the mod-manager as well as the "Enable Out Of Date Mods" box checked.

The author has PMed me and explained he is using a legit copy of Rome 2, so I am reopening this thread. My apologies for the misunderstanding. We have to be careful since we rely on TWC for these wonderful forums and community. I want to make sure as a local moderator to properly enforce their rules.
To answer the question, it sounds like possibly you only have part 2 activated somehow? Make sure you have "enable out of date mods" and make sure both part 1 and part 2 are activated.

Did you check if you not running the beta version of Rome 2?
The "opt-out from any beta programs" should be selected in the Steam library options.

Did you download the 2 parts of the mod from these forums or 2 parts from steam?

I downloaded the two parts from this forum. The mod manager shows a yellow exclamation point sign on the image of one of the parts but I have Select All and Enable out-of-date mods selected and there is a green check mark in the box next to each part.

Your photos aren't working for some reason
It sounds like everything is set correctly, though.
Can you start a campaign in Vanilla Rome 2? Try starting a grand campaign, select a random faction, and end turn 1, just to see if it goes through. It's strange that you're getting launch errors with vanilla Rome 2 and have to use administrator to get it to run properly. You shouldn't have to do any of that.
I'm assuming you're on Windows 10? This could be due to compatibility mode, or the issue stems from the same reason you have to use administrator+compatibility mode in the first place.
Another thing to try is disabling compatibility mode and try launching with DEI enabled. Just run it as administrator, but keep DPI scaling and compatibility mode off. When everything is working properly you shouldn't need to run it as administrator either.
Do you have UAC enabled? Is it set to high restriction?

The "yellow exclamation point" should actually appear on both parts of DeI 1.2 - that says they're "out of date," which just means they haven't been uploaded to the Steam workshop since Rome 2's last update (or at all in this case). Odd that only one is marked that way, when they should both be.

Ah, I see the photos now.
There's something wrong with the DEI you downloaded. I don't even have photos in my mod-manager, mine are just black with the "yellow exclamation point" on both parts. I'm not sure where you downloaded it from, but go to http://www.twcenter.net/forums/showt...UPDATED-FEB-20 and at the top, download PART 1 and PART 2 from there. It seems like you have multiple issues going on here. Your steam should not be giving you that "optional parameters" prompt when you first install it either.
First off, I want you to remove whatever DEI you have downloaded in your Rome2 folder, and delete the 2 .pack files entirely off your PC. Press Play on Rome2 and go into your mod manager, and make sure DEI is not showing up there anymore. Then, go to your steam library, right click on Rome 2, and hit "Properties". On the window that pops up, click "Set Launch Options" and make sure nothing is in there. Go to the "Updates" tab and make sure that Automatic Updates is set to "Always keep this game up to date". Go to Local Files and hit "Verify Integrity of Game Files".
Once that is done, try launching Rome 2 again, with your extra launch options disabled (Administrator, compatibility mode, and DPI scaling). Are you still getting the optional parameter pop-up?
If that prompt is now gone, then we've cleared up that issue. You can then go to the link I gave above and download DEI Part 1 and Part 2. Extract them inside whatever folder it was in, and copy the part1.pack and part2.pack into your Rome2/data folder.
If the prompt is not gone, priority 1 is making sure your Vanilla Rome 2 is operating normally, as DEI could be affected by whatever issue is causing that in the first place. If it's still happening, try disabling UAC to test. You can search "UAC" in the search tab on your desktop, it'll bring up a new window. In the middle, at the bottom of that list, it says "Change User Account Control settings" - click that. If your UAC is at the top or even the 2nd highest, it could be messing with the launcher and/or not allowing the game to access certain files. I want you to drag the bar all the way to the bottom, and click OK.
Then try your Rome 2 again. If it doesn't help, you can go ahead and set UAC back to whatever it was, or you can leave it disabled if you feel comfortable with that.

I got DeI to work. Just to help people in the future I'll describe what fixed it. I'm fairly certain the "optional parameter" message was due to a fix I had to use to get Rome 2 to launch a few years ago. Setting all exe files settings to default fixed the "optional parameters" error. The problem then was that the Rome2.exe would start running but before the game launched it would crash.
The solution that worked for me was:
1. Set the Rome2.exe to run as administrator.
2. Launch the game as normal and start a campaign and save it.
3. Exit and install DeI as per the instructions.
4. Instead of hitting play in the launcher start the game using continue campaign.
5. For me this starts the game on the DeI main screen with the correct factions and units.
Thanks for all the help everyone. The only problem I have now is that every time I launch the game it creates a copy of the Rome2.dll. I'll check the settings on it. My fixes that I used for the game shortly after the release day may may have messed up the dll.
