Minor Settlements not useable

I can't put units into them, they just walk through, did something change what I do not know?

Minor settlements have been removed.

Even though I read through the latest changelogs, I could not find this.
Do you know why that is?

They were removed in 2.2b. They break the CAI; AI factions obsess over them and ignore attacks on their settlements, while parking full stacks in them.
