2.2g farms in Likash & number of soldiers in Elephants

After I took Likash in my Carthago campaign I was able to build both Basic and Mid Scale Farming. My order of build was to go straight to Allied Oligarchy. Also, when I captured it there was already a Medium Trade Colony present. I was the first faction to capture it.

The Pilim Mahnit (elephants) are meant to have 50 soldiers according to the unitcard in the campaign map. However, during battle they only have 25 soldiers.

Yes, you can build those there as Carthage. There is indeed a Trade Colony already present, it used to be a Carthaginian holding in earlier versions. I'm not sure it needs to be removed.

The 50 soldiers refers to total number of mahouts and riders, not the number of elephants.
