Cumulative traits in 2.2f

I'm pretty sure this is a known bug but in two different campaigns I got FMs (5 in total) who were getting the same series of traits each turn. Here are two examples but it's always the same traits coming back :

--> warmonger, brutal, warmonger, lenient, brutal, warmonger, lenient, brutal
--> brutal, warmonger, lenient, brutal, warmonger, lenient, warmonger

As each of this guy has now 10 Confidence, 10 stars in attack while never been in the field and can reduce the price of a Large Port City to 960 mnai, these traits are definitely cumulative. Do you know what may be the cause of this and how it can be corrected?


Without him, the city's income is 2855...
