Parliament is called Ireland - in Dublin, within the Pale. Lords secular and spiritual of Ireland are invited to attend with the new Deputy Lord Lieutenant sitting as the King's representative.
It is announced that in the year of 1389 that The 2nd earl of Salisbury, 4th Baron Montagu and King of Mann, has passed away peacefully on his deathbed alongside his wife, may God Bless his soul and may he be reunited with his deceased children in heaven. His nephew is to inherit his uncle's title's and estate's.

A proclamation from Durham:
I, Palatine Count of Durham, Bishop Walter Skirlaw, make this statement
Having been counselor and confessor to certain earls, barons, and other peerage, do make this public announcement. Whereas solemn weeks of prayer have allowed the Holy Spirit to guide me, I must opine that the Lords Appellant and their cause is abhorrent to mine eyes as both a good Christian and Palatine Count. Their disregard for due process betrays them as tyrants, and their open warfare betrays them as warmongers. Their sinful ways must not be condoned and I beg the Primates of England to enforce penalties of interdiction in their lands until such time as they end their violence.
By the Grace of God, Richard, King of England and France, Duke of Aquitaine and Lord of Ireland, etc, we hereby declare that the two shares of the Mortimer inheritance held by Lord Warwick and Lord Arundel are to devolve to the Earl of March, our beloved cousin, and are to be administrated by his guardian, my dearest brother Thomas Holland, Earl of Kent.
In the name of God,

The Irish royalist army has officially begun its march northward to Dublin. Naturally, this means that the identity of their commander, the Duke of Ireland, and his obvious survival past the Battle of Radcot Bridge has become public knowledge as well.
By the Grace of God, Richard, King of England and France, Duke of Aquitaine and Lord of Ireland, etc, we hereby declare that the manors, formerly property of Richard FitzAlan, at Allington, Maidstone, Cranbrook, Tornbridge and Hever are granted to our brother Thomas Holland, Earl of Kent, etc, to him as his heirs lawfully begotten. We also declare that the earldom of Surrey, with all its entailed lands, honors, incomes and etc, it is granted to our beloved nephew, Thomas Holland the Younger, who shall now be acknowledged as Earl of Surrey on his own right, title that shall be inherited by all heirs male lawfully begotten. We do also declare that the manors held by the abhorrent traitor in Chichester, Petworth and Midhurts shall be granted to our dearest and noble Earl of Salisbury, Sir John Montagu, to his heirs lawfully begotten. The manors, properties, honors and incomes of the said Earl of Arundel in Cuckfield, Horsham, Amberley, plus the own castle of Arundel and all its entailed lands are thereby granted to Sir John Holland, dearest brother mine, and to his heirs lawfully begotten. All the lands of Pevensey that have reverted to the crown are granted to our beloved and most loyal uncle John, Duke of Lancaster, etc. Finally, to our noble cousin John, natural son of my Lord of Lancaster: the lands of Glottenham and Winchelsea are granted to him and his heirs lawfully begotten. We wish for him to serve us in the years to come as faithfully as he did.
That is our will. In the name of God,
By the Grace of God, Richard, King of England and France, Duke of Aquitaine and Lord of Ireland, etc, we hereby declare that our dearest and noble Lord of Salisbury, John Montagu, is granted a share of the Mortimer inheritance (that held by the baseborn Thomas, bastard of March), God preserve the health of our beloved nephew, the Earl of March, to be administrated until the said earl is declared of age. The said Lord Montagu is to become part of the consortium we thus approved years ago. Furthermore, my Lords Neville and Percy are granted an equal share of the remaining part, once held by Lord Beauchamp of Warwick.
In the name of God,
By the Grace of God, Richard, King of England and France, Duke of Aquitaine and Lord of Ireland, etc, we hereby declare that John Montagu, Earl of Salisbury, is to be invested as Knight of the Garter in the next chapter of our most noble order of the Garter, this year on our royal castle of Windsor, in lieu of his later brother, the noble and mighty Lord Salisbury, God preserve his soul.
In the name of God,
