Cant delete the mod or make changes to it.

So i downloaded third age and every thing works fine, when i try to delete it i get "This action cant be completed because the folder or file is open in another program" i havent played this mod in 3 days and my pc has been turned on and off with in those days so i know for a fact steam or the game its self is not running in the back round, any help with this would be awesome so that i dont have to use another program just to remove the mod its self.

1) Have you tried to press Ctrl+Alt+Del to see if it's actually running? Just to be sure and eliminate the possibility.
2) Are you running the game on Steam? Do you have Steam open when trying to delete it?
3) Does the same thing happen when trying to delete the vanilla game or just the mod?

I tried deleting the game and it will not let me, it says "you need permission to preform this action" ,this is a band new pc im playing this on so i have no idea why this is happening. i have the only account on this pc. i went to account settings and it says im the administrator so im lost.

Okay, let's see.

1) Are you running on Win10? I read somewhere that the administrator rights are "fake", whatever that means. Probably that you have limited permissions for some files or even sections of your PC, even though you seem to be the administrator. I wouldn't know because I run on Ubuntu, Linux... Google it please and give us some feedback on that.

2) Another thing: Can you delete anything at all on your PC? Just try to delete something like a text file and see what happens. Probably a stupid idea, but better safe than sorry.

3) Have you installed the game in the default Program Files(x86) folder? If that's the case, then probably you don't have permission to poke in there because of point 1? It's generally good advice to install the game and the mods outside of Program Files(x86).

4) Something that crossed my mind: Would restarting your PC in safe mode, if it exists in Win10, solve the problem? Just an idea, because in safe mode you might be able to delete it.

I am running windows 10, i did restart my pc in safe mode that didnt help so i just used lockhunter to unlock the folder and from there i was able to change it, delete it, rename ect. im able to change other programs on my pc as well.
yes the game was installed in the default program files(x86) "C:\Program Files (x86)\Steam\steamapps\common\Medieval II Total War\mods"
Its really weird that the third age folder is the only thing i get "locked" out of.

I wonder if that might be virtual store related. Simply run this tutorial from step 3 anyhow if you plan to use more mods and delete the m2tw folder in the virtual store if it exists.
