appointing imperial offices

Hi guys, i am very disappointed, that i cant even as an Emperor appiont imperial offices and titles to my favourite generals , I tried to fix it but the only thing i managed to realize was that i made a new "building" - Imperial Letter of Appointment that determines an ancillary Dux Britainiae ( I used a and hidden_resource britain so it is only possible to be build in Britain), but if i would like to appoint another title like Dux Mauretaniae of Praefectus Italiae i would have to make for every single one of them a specific "building" which would be very exhausting and using hidden resource in export_descr_ancillaries.txt wasnt working could anybody give me an advice ? please
