The last time I heard, I don't think the MKTW 2d artist finix provide tutorials. Anyway, you may have better luck asking the Attila Mod Workshop on how to create unit cards.

Well, Finix is in charge of unit cards, but he's repeatedly mentioned that he doesn't have time to make a tutorial or teach others how to do it. You can check out recent comments on 2d Art thread for an example of such discussion.
In general, you must be good with Photoshop or other photo editing programs, should be familiar with painting (in a digital medium, of course) and should be quite creative in you efforts. Mix these with the panorama of illustrations and paintings out there that you can draw upon and you'll have everything you need. Before joining the team, I tried my hand at unit cards in the same "style" as Finix, but they didn't turn out even half as good as his, so I gave it up. Just saying that it's not gonna be easy.![]()
