Sorry to ruin such a good idea but imagine you're a game developer, you have your reasons not to make such tool (from what I know it's due to complexity) and now imagine somebody wants to pay you for making that tool (meaning you should drop your current work and switch back to a 3 years old title). What will be your decision?
That's why in my opinion it will not work.

We can't edit the campaign map, and its way too early to start work on the campaign (only 2/19 factions are finished)
