"Sextus Antonius old friend." Claudius said while extending his arm in greeting. With a smile from ear to ear. Claudius had been from Rome for a year. Longer than ever before.
"It's good to see you. How are you? I'm glad to see you were elected as tribune. However Im rather sad you've been cast out by your father. My brother would've gladly adopted you if you had informed him. I'm sure of it."
"Damn my father, Publius." he said without so much as a smile. He spat. "I will do just fine without him for the People. What can I do for you, Claudius?"
"Would that I could." Sextus replied. "Sulla is Consul, he holds imperium. Such a veto would be to invalidate his election to consul, something I cannot do."
"Sextus" Claudius said after hearing his arguments.
"Perhaps it is because you haven't been in office for so long. The tribunes of the people have the power to convene and preside over the Concilium Plebis. To propose legislation and intervene on behalf of the plebs in legal matters. But the most significant and important power of the tribunes is the ability to veto the actions of the consuls and all other magistrates, thus protecting the interests of the plebeians as a class. Restrict him to Rome using your veto or see a new king rise Sextus Antonius. A patrician King. " Claudius spoke as if it was his last and only chance to save the world from jupiters wrath. However trying to making his point he was not yet done. He continues.
"The senate is granting Sulla too much power Sextus Antonius. Hispania is already loyal to him, Macedonia and Asia will follow if he wins the war. When will it be enough? When he indeed is king of the entirety of Rome? You have the power to do something! " Claudius is interrupted by a tap the shoulder. A few words are whispered in his ear and a scroll is handed to him.
After reading it he gives it to Sextus Antonius and continues in a final plea. "The motion is already seconded. You most definitely can veto a bill Sextus Antonius. Will you go down as the savior of the republic or as its tiran ?" Claudius concluded.
"When the tyrant has disposed of foreign enemies by conquest or treaty, and there is nothing more to fear from them, then he is always stirring up some war or other, in order that the people may require a leader.- Plato "
Claudius says before departing. Bitterly disappointed and feeling betrayed by a man who's only been cast out to secure power among the plebs. A great scheme has occurred and none in the senate knows it. A young man that his entire adult life has been a lie, simply to give his father the ultimate power over the Republic.
"Sextus, it is good to see you again. My congratulations on making Tribune."
Adustus paused, gathering his thoughts. "A bad business, these wars. No doubt half the Senate will be running off to play soldier - including both Consuls. Governance is then handed to the Praetors.. This is our chance to push through Populist law, my friend, nobody can attempt to stop us. I am Praetor and you are Tribune. We could make this a great year for the People."
"I ageee." Sextus replied. "Some have called for me to veto the law granting the commands to the consuls, but I think this would be a mistake. Let them have their foreign wars while we better Rome from the inside out."
Iulus replied with a grin "They asked you to veto Consular imperium itself? After all, the law is simply the allocation of command - no law need be passed for the Consuls to actually command armies .Such a thing is impossible - and unconstitutional."
Adustus paused, wincing from the burns. "I intend to propose legal reforms shortly - in addition, we should consider a bread dole this year as well - to tide families over until their pay comes home from their husband's first year at war.
We must also deal with the issues the Senate were too lazy to deal with last year - including firefighters and police. It will be a busy year and we have little tine to waste."
"True, and besides that, I am not looking to so quickly anger Sulla while he is in Rome." Sextus added. "I have intervened on behalf of Gerus, he is a free man now. Regardless if he was implicated in the murder of Drusus, he was held for five years without a trial. This is a disgrace. I shall be proposing measures for judicial reform this year to ensure that the same thing never happens again."
Sextus shook his head in anger. "I have been calling for reforms fir yearsI - but I went unheeded. Our courts are nothing but a spectacle. I intend to bring in a maximum amount of time for a man to be heldthe in custody, laws specifying the division between Judge and Prosecution and new evidentiary laws to prevent false evidence being presented to court.
I personally have no idea what my predecessors were doing these last 5 years."
,"Then that shall be out strategy. We shall propose most of our laws - bar the most controversial - to the Senate and rely on the Concilum to pass what is rejected."
