Weird building found in Pantikapaion

I just took over Pantikapaion from the Kimmeros Bosphoros (sp?). I found 2 buildings named "Region owner switch target", providing 100% order due to law, 100% food import, 100% order due to happiness. It doesn't look unintentional. Not sure what it is. I guess I could destroy them to keep playing fair (recouping 1 minai each).

A screenshot goes a long way to explaining things you notice, but in this case I know what it is.

It's from the faction re-emergence script and it shouldn't be there (the script is supposed to delete it).

Can confirm them in my campaigns too. I sabotage them, and destroy them upon city capture.
