Publius Villius Tappulus arrives on Sicily. As the son of Aedile Lucius Villius Tappulus, he had been promised patronage under Pro-Praetor Gaius Furius Sulpicianus. He makes his way to the pro-praetor's residence and makes his presence known, requesting an audience with Sulpicianus.
Publius is permitted entry where Sulpicianus greets him. "Was the crossing from Italy enjoyable?"
Publius raised his right hand in salute to his patron. He was a young man, with short, straight black hair and a clean shaven face. His expression is neutral, revealing few emotions at first but eventually revealing a smile.
"Ave, propraetor. Yes, it was quite an exciting trip, I traveled from Ostia by ship. It was the first time I traveled so long over seas by myself, so it was quite an experience. I hope that you are faring well, too, propraetor, and I hope that I will serve you well to the best of my capacity. May I ask what your plans are for Sicily? It is far away from the war on the main land and the people are peaceful as far as I know, so any sort of military action is out of the question. Which I am content with to be honest, politics and administration is my aptitude."
Gaius smiled, if only his son was more like this man, instead of thirsty for military glory. "I am glad to have you here Publius. I myself caught a bout of seasickness when I departed Ostia, I ordered the captain to turn back and traveled to the straits of Messana. It was a less direct route, but the voyage was much shorter, thank the gods." Gaius went to the window of the room, the Proconsular Palace. It was once the residence of the famous tyrant of Syracuse, Hiero. "I plan to administer this province deftly and well. We should increase the goodwill between the Sicilians and the Republic. This is the oldest Roman province, and I would hate to see it fall into decay. It is my goal to ensure that a surplus of grain is sent to Rome, driving the price down and giving the war starved populace some relief."
"A noble goal, propraetor, and one that will require a lot of administrative regulation and supervision. Sicily produces a lot of grain, and if it is to be shipped to Rome a big fleet will be needed. There is also the risk of piracy and storms at sea, so there is much to consider and calculate."
Publius brought forth a tablet and started scribbling down Sulpicianus' words and his owb ideas. It was an old habit so that he did not forget something important.
"With the recent war, the people of Rome will need any relief they can get. If lower grain prices will fix their problems though..."
The young plebeian caught his words before he finish his sentence. His father had taught him that sharing your real opinions and feelings was only reserved for your closest family.
"Do you know of anyone back in Rome with a trading fleet that could transport the surplus?" Gaius inquired. He wished he had spent more time discussing agriculture with Sulla. His own economic interests would almost certainly not offer any insight on how to govern Sicily. Perhaps it would be enough to pray to Ceres and trust the Sicilian farmers. No...of course not. "We will have much to do Publius!" Gaius said with a laugh.
The following edict is enacted:
6. D20 x 500 income
The monies taken as a result of this special tax is distributed amongst the poorest farmers of Sicily.
After accomplishing less than he had hoped, Sulpicianus departed the province
Quaestor Ambustus writes to the governor of the province, requesting an audit of the province's taxable income.
Ambustus responds with the arrangements for transporting the tax to the Aerarium.

A letter arrives from Rome requesting the provincial quaestor send the 25% tax assessed on the province's income be sent to Rome.
The taxes are 10500 this year
