As far I am concerned, I know he is remodelling the cities. Yes he cannot make cities, I didn't know about changing the structure of the layout, but he did manage to replace those vanilla Attila models however. Those images are mostly just for inspiration. However it would be nice if he could attempt to recreate Venice by remodelling another city.

In custom maps created with Ted, units cannot move on the walls.
I've not looked into it at all, but it's a pretty big issue for importing new city maps as it's quite a significant piece of missing functionality. If that issue could be resolved, by utilizing tilemapping it'd be theoretically possible to have a unique battle map for every city on the campaign. Right now that's not quite possible because the custom maps wouldn't work correctly due to the wall issues.
