Requirements for building highway

I thought it only requires 12000 population and the corresponding stone wall. Is it any different with Pontus?

Their building prerequisites in some areas are wrong - already fixed for 2.2c.

Thank you for the quick reply, Quintus. While I wait for 2.2c, where is the description for that? The in-game help is pretty confusing because it's just a long list of government types with no explicit faction attributes.

You need to find the name of the Pontos-specific government building. Right-clicking on an individual building should bring up it's card.

Yes, I browsed the building list for Amesia (the capital) and the first requirement for a highway is a wooden palissade (I'm way past that) and the second one is one of the government form. I can't figure out which one corresponds to Pontus. There is a line that says "paradynasticou". Is that a Pontic word?
