I dont understand why it would ever be allowed tho maybe just my idea tho,

I am pretty damn sure that if there would be a map exactly like we have now except it does not have any of the regions outside of our line or it wouldnt be passable, we would play that map 100% of the time over this one. But since we dont have such a map we try to replicate that scenario as much as possible right? Unless this is not the case why in the world would there ever be any reason to allow troops outside the line? The only reason is so that some specific factions have a bit of advantage which just seems silly.

Aside from that, I dont think Novgorod should have a fine. I already noticed the 1 man forts last turn and feel like he could have had 4 men in em easily and since it didnt affect anything I just told him to fix it next turn :3

Well, his forts don't dissappear when they have units in them, it blocks your units if you have chance to pass them, he is not paying some of the units upkeeps because they are staying in the cities rather than forts.Also rules shall always followed.There is no excuse like its harmless.

I am not quite sure what you've done to deserve it but just like you were unfortunate enough to have your Hochmeister get pneumonia last turn like the great leader Hillary Clinton, your agent must have been caught up in the peaceful Black Lives Matter movement and tragically and most violently killed.
