Per player per region. Multiple players can all have up to 3 forts in a single territory.

Usually it's per player per region (so Stannis and Manderly could both have a maximum of 3 forts each in Winterfell and the same number in every other region, as long as one faction does not surpass the count of 3 in a region)

A decision has been made to remove a Tyrell player, DanceKnight, from the hotseat. Also Lannister player, Rainerslane, has decided to drop out. Two replacements needed. This means we can resume the hotseat while I search for replacements. Greyjoy can play his turn!
