Carthaginian Gov-Reform tips needed!
Hello i play a carthaginian campaign at VH/VH,i am about at 120 turns in at 241 BC.Occupying the entire african coast,Sicely,Rhegium and South-western Iberia-i am struggling a little with their governments-colonies options.Where is best to focus allied trade and settler colonies due to ur opinion?As for the cartha reforms i just read the reqs so i am rushing to sort a major army with a Barcid general to invade Italy just to get the battle reqs for the time being and then invade Iberia for the next stage.Is it possible to get the iberia stage now that i am already at war with Arevaci?

It doesn't make any difference which order you do them to fulfil the requirements.
Just be aware that you have to fight the battles against the Romans on the battle map, not auto-resolve them, for them to count.

Quintus the Romans need to have over 1000 troops in the stack to be decisive victory?
