Forgery and Deceit
A man dressed in the clothes of a merchant, and accompanied by a tall man with a sword, arrived at the home of a prominent creator of Lordy Seals. The man was well known for his work as a blacksmith and as a craftsman of fine goods. The merchant requested an audience.

The merchant is shown into a chamber where a number of samples were sitting for the man to examine. "My good man, I would assume you want a seal for your business. I can make most anything you require."

The High Septon removes his head garb, and makes the sign of the Seven. "On the contrary, I require 4 seals belonging to 4 different houses, my Son. It is in service to the Faith that you must do this for me. The Faith will, of course, compensate your expenses."

The High Septon nodded serenely. "I'm afraid I don't have the seals. You'll have to make them from scratch, it shouldn't be difficult. They are well known. I would be glad to offer you 20'000 dragons per Seal due to the complication."

"Ah well I could do what you ask, but without the seals to actually study there is no guarantee of the quality. It's difficult to reproduce them without having something to work off of." He sighs, "for 20,000 a seal I'll attempt what you ask, but I get paid upfront and I can't promise a quality product."

After receiving the payment he says, "Come back next week and I'll have your seals for you."

1-15 Seal is garbage and no one would be fooled
16-17 peasants might think this seal is genuine but no Lord would make such a mistake
18-19 Lords would not tell the difference but a Maester would be able to tell the forgery
20 Flawless seal
Hightower 3 The seal is absolutely trash and no one would ever be fooled by it.
Oakheart 19 The seal is pretty good he manged to get all but the small details right, only a maester would notice the discrepancies.

The High Septon replaces his hat and leaves. His seal is picked up a week later.

Once back in the Starry Sept with the Seal, the High Septon has his best calligraphers forge a letter from Oakheart to Hightower.

6-10 might fool peasants
11-15 maesters might tell the difference
16+ perfect

Try as they might the scribes can not imitate Lord Oakhearts signature very well.
