    We should have 5'000 points for ships and 5'000 points for land troops. Simple.

    Who should get the 5,000 naval points? All Lords? Only those with coastal provinces? It would seem unusual for landlocked Lords to receive that allowance at first glance.

    Yeah, but then again it would be unfair not to give it to everyone. It becomes a slippery slope. Do we give it to HLs who are landlocked but have coastal minor lords? It becomes a mess, so it would be easier just to apply it to everyone. People don't have to use it, although they would have to come to an rp agreement with a coastal lord of some kind to actually build the ships.

    Fair enough. I felt it was a relevant question to ask for people viewing the proposal: I knew from the Lannisport thread what your stance would be, but it dispels any possible confusion.

    Give it to everyone for the sake of fairness. That way, landlocked Lords have nothing to spend it on, and so it is useless to them, but costal lords can buy up ships. It would prevent the need to micromanage who has costal proviences and who doesn't, as well as open up the idea that if you take a costal provence, you've already got your ship points rather than having to go through anything to get them.

    It doesn't raise professional points limits. It just allows you to have a navy and an army. Having to focus on one or the other is ridiculous. I'm not proposing we double the point cap, I'm proposing we introduce a point cap that applies only to ships.

    What would the situation be for landlocked lords purchasing ships? Are they considered to be stationed at the nearest coastal province, the nearest port?

    It won't double the amount of points, but it will increase the amount of profressionals that can be fielded because you don't have to spend troop points on ships.

    Well pretty much nobody squanders points on ships when they need to buy troops.


    @IA I would say that you need to come to an agreement with a lord, be it NPC or PC, to build ships in their shipyards and that wherever you build them becomes home base unless you come to an agreement to move them to a different port.

    So House Stark builds ships in White Harbour with the permission of House Manderly. The ships have their HQ in White Harbour, until House Stark decides to move their ships to Flint's Finger, with the permission of the Finger's lord.

    I think before we officially pass this into the rules, we need to write down specifications in terms of who gets 5,000 naval points. Otherwise it would just be OP for every lord to have them.

    We've already agreed everyone gets them, but people can't use them without one of the following criteria:
    A)Their region is on the coast and can build a dock.
    B)One of their minor vassals are one the coast.
    C)They come to an agreement with an NPC or player lord on the coast, allowing them to use their dockyard facilities to build ships and kept them stored there.
