    Clegane paid his respects to the Lord of House Farman, before beginning his petition. "Lord Farman, I have recently been appointed to the rank of High Commander of the Westerlands Navy. I would like the rights to build a naval base in the northern tip of Fair Isle. Lord Tywin has asked me to create a navy capable of standing up to the navies of our enemies. A vital part of this new navy is a defensible port in the north of Fair Isle from which ships can sally from."

    "This may be true, my Lord, but we have no desire to interrupt your shipping or the arrangements of your own warships. I would simply like a small bay or cove in the Northern half of the island where a small military port could be constructed, along with a small fortress. The Fleet needs no rich lands or sustainable income, just a place to build a port. We would be willing to buy such a stretch of land for 30'000 Dragons."

    [OOC: So understanding correctly you want to build some piers in a cove where ships can sit and wait? Fair Isle is far too small to support two seats so it's not going to be possible to found another keep that gets a levy and incomes.]

    [OOC:No income and no levy. Military base at the top of the Island that ships can be based from. Small port for a Squadron as well as a small fortress, but no actual territory.
