    Default Government Determination/ Annex or Client State?

    Hi guys

    I've recently started playing RS 2.5 and I'm really quite enjoying it. I am however having difficulty trying to work out how the government determination pathway works i.e how to choose to either annex or create a client state out of a region and ultimately how to grant an annexed region citizenship. I've scoured the internet and these forums for hours but cannot find any explanation on this matter or even a building tree of sorts which is quite annoying given the comparatively complex building pathways in the mod.

    I've taken multiple cities and generally depopulate them to improve public order (I'm currently fighting in Spain) however there have been a few I've simply been able to occupy. I'll build up my temples and other buildings which improve public order including the Roman Oppidium buildings. However, when I build "Government Determination", nothing ever happens. I'm never granted which a choice of what to do with the city and nothing further unlocks.

    Would anyone please tell me the pathway I've got to take in terms of buildings? Am I doing something wrong, building things in the wrong order? Any help would be immensely appreciated.

    You need a market, the first justice building and government determination to grant citizenship.

    Well I have the same problem with my current roman campaign with 3.1 beta with ALEX on Steam. With 2.6, it usually showed me an «annex» or «client» decision building after governement determination. But now, I am a bit puzzled because I don't find thoses anymore after having Governement determination.
