adding names and changing names?

I Have found the names.txt file, but its still in a strings.bin form, how do i make it an actual text file, just changing it to .txt doesnt really work.

Edit this file with 'Hex Workshop v3.11' in Unicode.
Unicode set: Options\Preferences\Display\CharacterFilter.

have you tried using Alpaca's strings.bin converter?

I can't remember if you need to be using a mod-folder or some other particular set up to get the revised file used afterwards, but have a look around for instructions about that.
