In my Makedon game a got an event for new troops (thuroproi for example) but the game crashed and now these reforms didn't happen twenty turns further into the game.
Should I wait or shoudl I enable it by console ? And how would I do that ?

Once it's triggered, they should be triggered. Best place to check it is in your existing settlements. If you take new ones, they have to start the pool from nothing - and if you sack or enslave it takes longer still to refresh.
You can't enable scripted events via the console.
No, the problem was that the reform triggered then ctd and the save was before the reform happened.
I'm now 50 turns further in and still no reform
Just read trough the reforms for the hellenic world. So if I don't get the event in 257 then I wont get it at all ?!
Argh, I around the year 234. Is this Makedon game broken ? Restart inevitable ?
Yep, sounds like it was broken from the moment the crash happened. There's no fallback or secondary trigger for the Hellenistic reforms, because they're simple date-based one.
