Need help: Diplomatic relations (Aversion)

Hey, im currently working on making the campaign a more "free for all random" type (aka can't know what will happen).

One of the things i realise i need to tweak is diplomatic aversion, i want everyone to start with a neutral disposition to each other (no penalties) and i dunno where i edit this.

If someone could help me i'd appreciate it
