maximum 1 assassin?

In a Baktria campaign I have 1 assassin and I cannot recruit another because it says I have the maximum number of agents (2.2b). Is this working as intended?

I haven't played 2.2b specifically yet, but the agent limit is a mechanic from Medieval 2 Total War. How many assassin recruitment buildings (forget what that is in EB2) do you have in your faction? If you only have 1, building another one should allow you to build more (in vanilla medieval, 1 building = 1 more agent).

Ok, thanks, it must be because I have only 1 settlement capable of recruiting assassins.

You need 1 forum for each assassin. (the 6400 cost market)
