Perhaps. Do keep in mind this game is ESRB rated T (Teens aged 13 and up) in the US and PEGI 16 in Europe, which allows them to market the game to a broader audience. Including blood and gore bumps it up to PEGI 18 in Europe (as seen here) and an ESRB rating of M (Mature), aged 17 and up (search Total War and see how it increased R2TW's rating to M).

Separating the content behind a pay wall allows them to clinch both demographics. I don't know if either rating system has stipulations about how they deliver additional content, but I imagine if it were just given away in free-LC it would bump up the original rating.

Exactly. They can't make it free so that the 12 year Olds will still be allowed to play without it (because their mom's won't buy the dlc for them).
