Political System ? confused me

Hi, I just played as Sparta campaign for a first time but weird thing happen after civil war end, my question is.
Is it normal after civil war political system dissapear ? or it is a bug ?
I've been googling around and some say its a bug but the others say it the way it is, very confusing.

It shouldn't disappear, in theory you could have multiple civil wars.

In Grand campaign there are factions who don't have Civil War at all from what I can tell, and with all factions I've played, I had Civil War only once. Not sure about Sparta though.

Yea it not disappear completely, but why I don't see any marriage, adopt, assassinate or any option anymore except general trait ?

Oh, that's probably bug. I thought you were talking about civil war only. Other political options shouldn't disappear for any faction. Either mods are culprit or try to reinstall game/start new one.

I'll try a new campaign, maybe it's a mod since I use a lot of them and conflicting each other.
