Bywater troops were 5 hours away from completing the muster (10 AM my time)
Your post came in at 3 AM (my time again) and arrived at 9 am. Which means that this would be a battle since you arrived an hour before they left.

Baratheon forces
The Baratheon forces, having regrouped at Bronzegate, marched towards the home of House Bywater after learning this nearby Crownlander house had betrayed their king, siding with Daemon Blackfyre. They appeared from the Kingswood in great numbers, fanning out into battle lines when the men of Bywater came into view, encamped outside their castle and by the looks of it, preparing to march. Steffon smiled grimly at this realisation. He had caught them, and they had nowhere to run. Doubtless they saw the army, and formed up into their own lines, but first, Baratheon himself came forward with an armed guard, under the banner of the Seven-Pointed-Star, to speak with Lord Bywater.
Trotting forward towards the Lord of Bywater, Baratheon grimaced, looking past the noble the much smaller force that had assembled behind him.
"Lord Bywater. A mistake, to declare for Blackfyre with his sworn enemy so close." The raven-haired stormlander observed, with no hint of a smile.
"Get off your horse, swear an oath of allegiance, and provide me with proof of your loyalty. I shall be merciful, and forgive all crimes." Pausing for a moment as the stormlander banners fluttered in a gust of wind, Baratheon then continued.
"If not, I shall find you guilty of treason. I will defeat your army, raze your home to the ground, and by the time your children grow old none shall know that a castle ever stood here."

If he arrives before they're mustered then surely they're not mustered at all and he gets to besiege the castle with only the garrison inside? The muster would effectively be 'cancelled' and would have to restart if Bywater were to be liberated at some point in future.
(So, then my siege begins as of the timestamp 2:05PM BST, which is when my soldiers arrived?,
If so, my request for surrender still stands)

OOC: I guess this situation is out of my hands then if the garrison is all that remains. Surely this would be up to mod discretion.
@Poach: they did arrive 1 hour before the muster was complete. So that's pretty close. Should it still be counted as cancelled or have some of the mustering be completed?

[OOC: It's a good area to explore in terms of clarifying (eg after 10 hours the army is in the field and preparing to march, after 12 they can march) but the rules right now would suggest that the army would simply melt away. It's not anywhere as a cohesive force, it's spread out over the whole province with various villages and towns having small groups of armed men in them. The arrival of a large enemy army would prompt them to just put their weapons back in the armoury and go home rather than be slaughtered piecemeal.]
As for the roll it's a very low chance, made more so because you've recently lost a battle (which prompted Bywater to declare in the first place) and are close to the Blackfyre army. I gave it 2/20 and rolled 14, so no luck.
"Ha!" spat Lord Bywater, "You won't be here long. King Daemon will see my host has not come to his side as I pledged it would and seek to know why. Bywater will stand tall, forever remembered as where he gave you a good thrashing for a second time!"
(So, the ladders are finished at 2 am GMT. If I am not awake at that time, thats when the siege officially begins)

The siege begins in earnest, with ladders and rams already half built, being cobbled together and readied for the eventual attack on Bywater.
All the light cavalry available act as a screen for the encampment, scouting the woods, with any enemy outriders or scouts likely to be caught before being allowed to get too close. Baratheon sits, and waits, observing the proceedings, planning to make an example of this Kingswood lord.
(Attack begins at 2 AM. If Blackfyre forces attack, Baratheon would likely give battle, unless severely outnumbered)
OOC: Since my army is a Large Army tier.
Even without the reports from the scouts, word easily comes of a great host issuing from King's Landing.
