Factors Affecting Available Gov Types?

What are the factors affecting the available Gov Types in a newly conquered settlement for a given faction (Takashila in my case). I found few settlements closer to my starting regions only allowing allied govs (that too after independence reforms) where-as few very far regions I took late game allowed my factional gov.

For Taksashila, you can't build factional governments until after independence. As a vassal of the Mauryan Empire, you have no business expanding in your own name.

That should be the change point that allows you to build factional governments.

Im talking about the scenario after independence only. And the query was hence generic. I was allowed a factional gov late game in a far region close to babylon. Where as I was not allowed to build a factional gov at Alexandria eschate which is closer to my starting regions
