Corruption as Empire on all difficulties
Corruption is a strange one: In all of my campaigns as empire i tend to have 20-25 anti corruption affect [temples, characters, province bonuses all working in tandem], but the province will still be getting more corrupt at anywhere between 1-5% each turn despite there only being a 5-7 corruption effect in said province. the numbers just dont add up. Anyone able to shed light on this? Its annoying that ive invested about half of my income up to turn 100-150 on anti corruption and only barely holding it in check. the only time it actually decreases is if corruption is at a solid 1, and my anti corruption is at 20+.

So corruption works as a percentage. If you have a 19 against, and they have a 1 for, you should trend towards 5%. as long as there is corruption, you cannot get it down to 0%. TBH, your goal should be to reduce the corruption penalty to public order to a reasonable amount and that is it.

Actually it works quite well and is the best implementation by far in TW.
